The project has been responsible for the establishment of an Agricultural Strategy and Programming Unit (ASPU) within the Ministries of Agriculture, Water Resources and Forestry (MAWF/MAFW) in both Sarajevo- Federation Entity, and Bijeljina ? Republic Srpska. The objectives of ASPU include the development of Ministry capabilities at national and entity level to identify, co-ordinate, programme, implement and monitor both Phare projects and other aid programmes, observing EC procedures and practices. Project staff are also helping to develop the capacities of key MAFW/MAFW staff in policy assessment formulation, strategy elaboration and resource management techniques.
