The programme aims at improving income and living conditions of rural populations living in the plain, mountain and oasis “bour” areas, characterised by traditional subsistence agriculture associating rain-fed cereals and food pulses and pastoral herds. The programme comprises two components: i) institutional strengthening at central and local level to develop the planning and implementation capacities in the “bour” areas; and ii) implementation of local projects in priority areas.
The technical assistance provided to the DPA of Khouribga aims at reinforcing the participatory Planning Team (PTT) comprised of multi-disciplinary staff of the PDA and other public services (public works, water national office, health, education, internal affairs) and supporting them for elaborating a Commune Investment Plan (CIP) for “bour” development. The activities of the TA Team are distributed over 4 successive missions:
- Mission 1: Justification of the selected rural commune. Verification of the relevance of the selection of the commune in terms of adherence and participation of beneficiaries and local actors to the project preparation and implementation process.

- Mission 2: Identification of needs and priorities. Identification (through the participatory approach methodology) of potential for economic development and determination of constraints to this development.
- Mission 3: Elaboration (and validation with the concerned populations) of CIP/Feasibility studies.
- Mission 4: Concertation and partnership agreement for the project. Elaboration of a global partnership agreement between the Central Administration and the commune and elaboration of specific agreements between the provincial directions and the local partners.
